No public vehicle license shall be transferred from one owner to another by the City Auditor except after a finding of convenience and necessity by the Director of Public Safety. Such finding shall be arrived at in the same manner as in the case of an original application. The applicant for the transfer of a license shall file with his application the consent, in writing, of the former owner of the license and shall comply with all the terms and conditions of this chapter governing public vehicles.
