763.04 ISSUANCE OF TAXICAB LICENSES.
   The Director of Public Safety shall investigate and hold a hearing as to each application for license for a taxicab. If the Director finds from such investigation and hearing that the public convenience and necessity justify the operation of the vehicle for which the license is desired, that the vehicle is a safe and fit conveyance and that it complies with all the requirements of this chapter, he shall notify the City Auditor, who shall issue a license to the applicant upon payment of the proper license fee and the furnishing of the bond or insurance required. If the applicant does not comply with the requirements of this section within sixty days, the finding of the Director shall be void.
   If the Director finds from such investigation and hearing that the public conveyance and necessity do not justify the operation of the vehicle for which the license is desired, he shall forthwith notify the applicant of his findings.
   All owners of taxicabs hereby licensed or hereafter granted licenses according to law, shall, at the completion of the year for which they are licensed, be entitled to have their licenses renewed for each succeeding year without a finding of convenience and necessity by the Director, provided all other requirements of this chapter are complied with.
