No person shall conduct a public solicitation unless the person conducting the solicitation shall obtain a license from the City Auditor's office. The application for a license for such solicitation shall be filed with the Auditor's office who, upon receipt of the application for the license or solicitation, shall issue the license within fifteen days after proper application and information, provided the applicant is of good character and morals and has never been convicted of a felony.
