No license issued under the provisions of this chapter shall be transferable; however, in the event of the discontinuance of any such business by the owner of a license prior to the expiration thereof, there shall be refunded to the holder thereof, a proportionate amount of the license fee paid; provided, that such refund shall not exceed one half of the license fee established under Section 755.02.
