Every proprietor, lessee, manager or person in control of a variety show, performance, circus, sideshow, place of amusement, public show, entertainment or exhibition, who exhibits or participates in exhibiting to the public in the City, whether admission be charged or not for the same, without a license from the City Auditor, shall be guilty of a misdemeanor of the fourth degree.
