The City Auditor shall not give his consent to the issuance of any license to any proprietor, lessee, manager or person in control of any theater, concert hall, or any place of amusement, entertainment or exhibition as required herein, unless the person to whom the license is granted shows to the satisfaction of the Auditor that he is of good moral character, and unless the application for such consent of the Auditor is accompanied by a certificate from the Building Commissioner that the building in which it is proposed to maintain such theater, concert hall or place of amusement, entertainment or exhibition has been constructed, is maintained and carried on in strict accordance with all the provisions of the laws of the State, or ordinances or regulations of the City governing the erection, maintenance and conduct of buildings which are used for such purpose.
