The City Auditor in his discretion may grant without cost to any proprietor, lessee, manager or person in control of any place hereinbefore described, a permit to use such place for not more than six consecutive days, for any entertainment or exhibition that may be given for the benefit of any church, or for any benevolent, charitable, educational, religious or purely public purpose.
