Authority is hereby conferred upon the City Auditor to grant a license to any proper person applying therefor for any variety show, performance, circus, sideshow, place of amusement, public show, entertainment or exhibition in such building, grounds or other place, or in any room or enclosure within the City providing the performance shall not be indecent, obscene, lewd, immoral or otherwise improper. The Auditor shall be entitled to charge for such license, before the same is issued, according to the seating capacity of the building, grounds, place or other enclosure where the performance or exhibition is to be displayed, as follows:
(1) For circuses and sideshows not more than two hundred dollars ($200.00) per day in the Auditor's discretion.
(2) For all other shows not hereinbefore provided not more than one hundred dollars ($100.00) per day in the Auditor's discretion.
