No person operating, conducting or maintaining a barber shop shall obstruct the view to the interior at any time wherein barbering is done for revenue or otherwise, by the use of blinds, shades, screens painted or frosted glass or any other device to prevent a free and unobstructed view from the outside of the barber shop.
