Whoever is granted a barber’s license shall pay an annual fee therefor of ten dollars ($10.00). All such licenses shall expire at midnight on January 31, following the date of issuance of the license. If a license is issued after July 31 of any year, the fee shall be five dollars ($5.00). All money received by way of license fees shall be paid into the General Fund of the City.
