527.01 DEFINITIONS.
   As used in this chapter:
   (a)   "City" means Norwood Ohio.
   (b)   "Commercial handbill" means any printed or written matter, dodger, circular, leaflet, pamphlet, paper, booklet or any other printed or otherwise reproduced original or copies of any matter of literature:
      (1)   Which advertises for sale any merchandise, product, commodity or thing; or
      (2)   Which directs attention to any business or mercantile or commercial establishment, or other activity, for the purpose of directly promoting the interest thereof by sales; or
      (3)   Which directs attention to or advertises any meeting, theatrical performance, exhibition or event of any kind for which an admission fee is charged for the purpose of private gain or profit.
   (c)   "Litter" means garbage, trash, waste, rubbish, ashes, cans, bottles, wire, paper, cartons, boxes, automobile parts, furniture, glass or anything else of an unsightly or unsanitary nature.
   (d)   "Noncommercial handbill" means printed or written matter, any sample or device, circular, leaflet, pamphlet, newspaper, magazine, paper, booklet or any other printed or otherwise reproduced original or copies of any matter of literature not included in the aforementioned definition of a commercial handbill.
   (e)   "Park" means a park, reservation, playground, swimming pool, recreation center or any other public area in the City, owned or used by the City and devoted to active or passive recreation.
   (f)   "Person" means any person, firm, partnership, association, corporation, company or organization of any kind.
   (g)   "Public property" or "public place" means all property owned, operated or controlled by any governmental agency, including but not limited to streets, sidewalks, lawns, parks, playgrounds, parking lots, schools, libraries, post office, municipal transit facilities and other public lands and buildings.
   (h)   "Private property" or "private places" means all property not included in the aforesaid definition of "public property", including but not limited to vacant land or to any land, building or other structure designed or used for residential, commercial, business, industrial, institutional or religious purposes, together with any yard, grounds, walk, driveway, fence, porch, steps, vestibule, mailbox and other structure appurtenant thereto.
   (i)   "Refuse" means all putrescible and nonputrescible solid wastes (except body wastes), including garbage, rubbish, ashes, street cleanings, dead animals, abandoned automobile and solid market and industrial wastes.
   (j)   "Rubbish" means nonputrescible solid wastes consisting of both combustible and noncombustible wastes, such as paper, wrappings, dirt, cigarettes, cigarette butts, cardboard, tin cans, yard clippings, leaves, wood, glass, bedding, crockery and similar materials.
   (k)   "Vehicle" means every device in, upon or by which any person or property is or may be transported or drawn upon a highway.
   (l)   "Waste" means all trash, rubbish, garbage, offal and other refuse or discarded matter required to be removed from public and private places.
