(a) No person shall fail to appear, without just cause, who has been summoned if personal service of the summons was had upon him.
(b) If the person fails to appear in connection with any traffic offense, with the exceptions of Norwood Codified Ordinance Sections 331.01, 335.12, 335.13 or 335.14, he shall be guilty of a minor misdemeanor. If the person fails to appear on any other charge, including Norwood Codified Ordinance Sections 331.01, 335.12, 335.13 or 335.14, he shall be guilty of a first degree misdemeanor.
