Whoever observes a violation of this chapter may file his affidavit setting forth in detail the violation, its location and the name of the owner and occupant of the property on which such violation is alleged. He may file such affidavit with the Health Department or the Building Commissioner's office. The Health Officer, the Building Commissioner or an inspector of these departments shall investigate such charge, and if such violation exists, issue a notice as provided in Section 523.04.
