(a) No person shall store junk, trash and refuse on private property within the City, where such storage is not specifically authorized under the provisions of the Planning and Zoning Code.
(b) No person shall store or place any inoperative motor vehicle on any property, or allow any such vehicle to remain on any property, except to the extent that the vehicle is stored, placed or housed in a building where it will not be visible from the street or other private property, or is stored in connection with a used car junk area lawfully established pursuant to regulations of this City.
