As used in this chapter:
(a) "Junk", "trash" and "refuse" means any and all waste matter, whether reusable or not, which is offensive to the public health, safety or the esthetics of the neighborhood, and is specifically intended to include, but not be limited to, worn- out, wrecked and/or abandoned automobiles, trucks, tractors, machinery of any kind, any parts thereof, old ice boxes, refrigerators and stoves.
(b) "Inoperative motor vehicle" means a motor driven vehicle that cannot physically and lawfully, under its own power, be operated on the public highways of this City, and has remained in such inoperative condition for thirty or more consecutive days.
