(a) Council hereby declares obstructions known as bumper blocks within the public right of way to be a public nuisance.
(b) The Director of Public Service is hereby authorized to order those individuals responsible for the creation or continued existence of the aforementioned bumper blocks in the public right of way to remove such obstructions forthwith at the expense of persons responsible therefore.
