505.18 NUISANCE ABATEMENT.
   Whenever it appears in the judgment of the Health Commissioner that the presence of pigeons, starlings, sparrows, rodents or other birds or animals constitutes a nuisance in some part of the City, the Health Commissioner is authorized to use such means at his command to abate such nuisance.
   If, in the judgment of the Commissioner, the means of his command are ineffective to abate such nuisance, the Commissioner is authorized to request the assistance of the Police Department and the police are authorized to trap or shoot the birds or animals in order to abate such nuisance.
