351.15 PARKING ON UNPAVED SURFACES.
   (a)   No person shall park or cause to be operated any motor vehicle or trailer in any portion of a yard excepting that part which is paved with concrete, blacktop or macadam.
   (b)    The registered owner of any motor vehicle or trailer which is found parked on any unpaved surface, as specified in subsection (a) hereof, shall be liable for violation of this section.
   (c)   The record owner of any real property on which a motor vehicle or trailer is found parked on any unpaved surface thereof, as specified in subsection (a) hereof, shall be liable for violation of this section.
   (d)   Any motor vehicle or trailer which is found parked on any unpaved surface, as specified in subsection (a) hereof, shall be subject to immediate towing and impoundment.
   (e)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
