521.12 DISCHARGE OF UNHEALTHFUL SUBSTANCES.

(a) No person shall throw, deposit or discharge any substance whatever upon any street, lane, alley or other public grounds, or into any pond or stream of water, to the detriment of health or so as to constitute a nuisance.

(b) Whoever violates this section is guilty of a minor misdemeanor.
