521.11 OBSTRUCTION OF DRAINAGE DITCHES.

   (a)   No person shall throw or deposit in any ditch or drain along the streets, or in any outlet of such ditch or drain, any dirt, ashes or other substance which might in any way tend to obstruct or prevent the free flow of water therein.

   (b)   Whoever violates this section is guilty of a minor misdemeanor.
