521.101 INSPECTION AND CITATION.

   (a)   For the purposes of enforcing the provisions of this chapter, the Director of Public Service and Safety or any person designated by him is authorized and empowered at any reasonable time to enter upon and inspect any premises or property when he has reasonable cause to believe that a public nuisance exists as defined by Section 521.06.

   (b)   In the event that the Service Director determines that a citation shall be issued without causing written notice to abate said nuisance pursuant to Section 521.10(b), the Service Director shall direct the appropriate law enforcement agency to cause a citation to be issued to the landowner, or person in charge of the premises upon which a nuisance does exist as defined by Section 521.06.
