145.01 COMPOSITION.

(a) There shall be a Chief of Police and an Assistant Chief of Police. The Police Department shall further consist of three captains, five sergeants and up to fifteen regular patrol officers and such reserve or special patrol officers as shall be deemed necessary by the Service/Safety Director, with such duties as assigned by the Chief of Police.

(b) When a vacancy occurs in a position with a rank above patrol officer, the Mayor may appoint a patrol officer to full-time employment prior to the completion of the promotion process provided the total number of full-time officers does not exceed 25.
