123.02 SALE OF REAL PROPERTY.
   The following shall be the procedure for the sale of real estate owned by the City of Norwalk:
   (a)   The continued usefulness and need of the property in question shall be considered by the appropriate committee of Council at a meeting held with any interested official or board involved in the use of such property.
   (b)   If an initial determination is made that the property is no longer needed for Municipal purposes, a request for the preparation of necessary legislation shall be made to the Law Director.
   (c)   Upon preparation of the necessary legislation, such legislation shall be considered upon first reading by Council.
   (d)   The legislation shall then be referred to the Planning Commission for approval and return to Council with a recommendation upon such sale.
   (e)   If passed upon second reading by at least two-thirds of the members of Council and by the board or official having supervision or management of such real estate, Council shall cause to be published an advertisement for bids for five consecutive weeks in a newspaper of general circulation within the City.
   (f)   Thereafter the responsible board or official shall consider all bids and enter into a contract with the highest bidder or reject such bids.
