SECTION 8.02. SPECIAL ASSESSMENTS.

Council may determine to proceed with a public improvement, all or part of the cost of which is to be assessed against real property benefited thereby. Council may establish by ordinance the procedure to be followed in making such special assessments, and determine the proportion of the cost of such improvement, which shall be paid from general revenues, and which shall be assessed. It may fix the duration and manner of payment of special assessments. If Council does not provide by ordinance for the matters dealt with in this section, general law shall be applicable.
