SECTION 4.08. INITIATIVE AND REFERENDUM.
   Except as otherwise provided in this Charter, ordinances may be proposed by the citizens through the initiative and referred to a vote of the electors by the referendum as provided by general law.
   Whenever Council is required to pass a series of ordinances in order to initiate, complete and pay for a public improvement, the referendum shall apply only to the first ordinance in such series and not to any subsequent ordinance in the same series.
