SECTION 4.01. ACTION BY COUNCIL.

   All legislative action by Council of a general or permanent nature, or granting a franchise, or levying a tax, or appropriating money, or contracting an indebtedness to be evidenced by the issuance of bonds or notes, or for the purchase, lease or transfer of public property, or establishing any offense to be punished by fine or imprisonment, or any action required by this Charter to be taken by ordinance, shall be taken by ordinance to be adopted in the manner provided. Other legislative action may be taken by resolution.
