   721.08 EXCEPTIONS.
   This Chapter shall not apply to the following:
   (a)   The owner of any vehicle who does not carry persons or passengers for hire as a business, but who in response to the request of an undertaker, funeral director or relative of a deceased person carries persons or passengers at a funeral service.
   (b)   Limousine services.
