523.12 NON-APPLICATION .

   This Chapter shall not apply to junk motor vehicles or abandoned junk motor vehicles located on public or private property under any of the following circumstances:

   (a)   The property is an impound lot operated by the City;

   (b)   The property is a private impound lot, salvage yard or junk yard operated in conformity with Title 11 of the Norwalk Codified Ordinances and the junk vehicles or abandoned junk vehicles are stored in conformity with Title 11 of the Norwalk Codified Ordinances; or

   (c)   The property is private property and the junk vehicle or abandoned junk vehicle is stored in conformity with Title 11 of the Norwalk Codified Ordinances.
