1321.12 EXCEPTIONS AND EXISTING STRUCTURES.
(a) No permit shall be required for minor interior repairs or for alterations to any building which do not involve any change in their supporting walls, members or structural parts, or their stairways, elevators, fire escapes or other means of ingress or egress, or light or ventilation, or do not, by their installation, become a violation of the building codes adopted in Section 1321.01.
(b) The provisions of this Chapter shall apply to and control the alteration, repair, enlargement, addition and change in any existing one, two or three-family dwelling unit building or structure existing on the effective date of this Chapter. The occupancy of any such existing structure shall be permitted without change provided the alleged occupancy can be established to have existed for more than two (2) years prior to the effective date of this Chapter, that there were no pending orders from any building, zoning, fire or health official as to the structure and that there is no serious safety or sanitation hazard.
