1321.09 REVOCATION, EXPIRATION AND ABANDONMENT.
   (a)   Upon the issuance of the building permit, work for which the building permit was issued shall commence within sixty (60) days. The failure to commence work as required by this section shall be cause for revocation of the building permit. Revocation is deemed accomplished by serving written notice thereof upon the owner of the property upon which the work is to take place, his architect, general contractor or designated agent, or by fixing such notice to the visible part of the premises involved.
   (b)   Building permits shall expire one (1) year after the date of issuance unless extended as provided in this Section. The failure to complete work within said one (1) year period shall be deemed abandonment of the permit and shall constitute grounds for revocation. A building permit may be extended beyond said one (1) year period upon application to the Building Official. Such extension may not exceed one (1) year and no more than one (1) extension may be granted to any building permit.
   (c)   Upon revocation, expiration or abandonment of the building permit, there shall be no refund of the fees paid.
