1321.04 DUTIES OF BUILDING OFFICIAL; RIGHT OF ENTRY.
   (a)   The Building Official shall perform the following duties:
      (1)   Review, approve or disapprove building plans;
      (2)   Inspect construction as required by law;
      (3)   Issue building permits in accordance with this Chapter;
      (4)   Issue stop-work orders as required by this Chapter;
      (5)   Otherwise perform the duties required of the Building Official by     this Chapter or by law.
   (b)   The Building Official may employ assistants to carry out the duties of this Chapter provided said assistants are duly qualified and licensed by the State of Ohio to perform such duties.
   (c)   Right of Entry.
      (1)   The Building Official or any authorized assistant may at any reasonable hour enter any property or structure within the City subject to this Chapter to perform the duties imposed by this Building Code. In the event permission to enter is refused or unobtainable, the Building Official shall secure a search warrant before making entry, except in the case of an existing emergency in which case entry may be made at any time without a warrant.
      (2)   No person shall refuse to permit such emergency entry or inspection, nor shall any person hinder, obstruct, resist or abuse any person making or attempting to make such emergency entry.
