1321.02 APPLICATION AND COMPLIANCE.

   (a)   The building codes adopted under Section 1321.01 shall apply to one, two and three-family dwelling units within the City as hereinafter set forth.

   (b)   No building or structure subject to this Chapter shall be constructed, erected, built, altered, enlarged, changed or modified except in compliance with the building codes adopted under Section 1321.01.

   (c)   No owner or other person shall construct, erect, enlarge, build or change any building or structure which is subject to this Chapter except in compliance with the building codes adopted under Section 1321.01.

   (d)   No architect, builder, engineer, plumber, carpenter, mason, contractor, subcontractor, foreman or employee shall violate or assist in violating this Chapter or the building codes adopted under Section 1321.01, or fail to comply with any order issued pursuant thereto.

   (e)   No owner shall proceed with the construction, erection, alteration, repair or enlargement of any building or structure subject to this Chapter until the plans, drawings and specifications therefore have been approved pursuant to this Chapter. No plans or specifications shall be approved or permit or certificate issued unless the building or structure represented would, if constructed, erected, altered, repaired or enlarged, comply with this Chapter and the building codes adopted under Section 1321.01.
