187.02 DEFINITIONS.

   For the purposes of this Chapter the following terms, words and their derivatives shall have the meanings given by this Section. The singular shall include the plural, the masculine shall include the feminine and the neuter, and the feminine shall include the masculine.

   (a)   "Administrator" means the Finance Director or her designee.

   (b)   "City" means the City of Norwalk, Huron County, Ohio.

   (c)   "Hotel" or "motel" means every establishment kept, used, maintained, advertised or held out to the public to be a place where sleeping accommodations are offered for consideration to guests, whether such rooms are in one (1) or several structures. "Transient guest" means a person or persons occupying a room or rooms for sleeping accommodations for less than thirty (30) consecutive days.

   (d)   "Vendor" means the person or entity who is the owner or operator of the hotel or motel and who furnishes the lodging, regardless of whether such person or entity is an individual, partnership, corporation or other form of legal entity. The term "vendor" also includes any person or entity, regardless of whether such person or entity is an individual, partnership, corporation or other form of legal entity that contracts with hotels or motels within the City for rooms at a negotiated price and resells those rooms to the general public.

   (e)   "Tax" means the transient guest tax.
