123.04 SALE OR DISPOSAL OF PERSONAL PROPERTY.
   The following shall be the procedure for the sale or disposal of personal property owned by the City:
   (a)   Personal property not needed for municpal purposes, which in the Service Director’s opinion has an estimated value of less than $2,000, may be sold by any means deemed appropriate by the Service Director and approved by the Mayor.
   (b)   Personal property not needed for municipal purposes, which in the Service Director’s opinion has an estimated value of more than $2,000 shall only be sold as authorized by a resolution or ordinance approved by Council.
   (c)   Where the City has vehicles, equipment, or machines which are not needed or unfit for public use and where the City intends to purchase other vehicles, equipment, or machinery of the same type, the Service Director shall determine whether it is in the best interest of the City that such unneeded or unfit vehicles, equipment or machinery be sold as trade-in for the purpose of having such sale price credited against the purchase price of such other vehicles, equipment or machinery and to complete the sale and purchase by a single contract to be approved by the Mayor.
   (d)   If the Service Director and the department head of the department which has control of municipal personal property determine that such property is not needed for public use, or is obsolete, or unfit for use and that the property has no value, then the property may be discarded or used as salvage.
