1143.05 TRANSMITTAL TO PLANNING COMMISSION.
   Immediately after the first reading of an ordinance amending the Zoning Ordinance or Map by City Council or the first reading of an ordinance following the application for rezoning property by at least one (1) owner of said property, said ordinance shall be transmitted to the Planning Commission. Before submitting its recommendation on a proposed amendment or reclassification to Council, the Planning Commission shall examine the proposed amendment at a meeting of the Planning Commission open to the public. Notice of such meeting shall be given by one publication in a newspaper of general circulation in the City at least ten days before the date of such hearing. In the event the proposed ordinance seeks to change the zoning classification of any parcel or parcels of land, additional notice shall be sent by certified U.S. mail at least ten days before the date of such hearing to the owners of all real property within 300 feet of the exterior boundaries of the real property of which the change is proposed. The notice shall state the place and time at which the proposed amendment to the Zoning Ordinance, including text and maps, may be examined.
