723.06 DECLARATION OF A PUBLIC NUISANCE AND PROHIBITION OF

(a) The City Council of the City finds that massage parlors and adult motels have documented connections to criminal activity including prostitution, the illegal importation of minors and money laundering. The City Council of the City further finds that such businesses have been documented to involve the exploitation of minors and that the documented sexual activity that occurs at such businesses creates a public health risk due to the possible transmission of disease. Therefore, the City Council of the City declares that massage parlors and adult motels are a public nuisance.

(b) No person shall operate a massage parlor or adult motel in the City.
