1514.99 PENALTY.

   (a)   Whoever violates any provision of this chapter shall be fined not more than one hundred dollars ($100.00) for the first offense committed under this chapter. Upon conviction of a subsequent offense under this chapter, the offender shall be subject to a fine of two hundred fifty dollars ($250.00) and thirty days in jail. Any such violation shall constitute a separate offense on each successive day continued.

   (b)   In addition to any penalty provided, whoever violates this chapter is liable in treble damages to any party injured by such violation and upon demonstration of irreparable harm to property, or any threat to the health of its citizens, the City of Norwalk is entitled to immediate injunctive relief in the form of initially a Temporary Restraining Order, a Preliminary Injunction, and finally if the offending condition or activity is not abated a permanent injunction.
