1514.02 STORAGE.
   No person shall fail to follow the following minimal requirements:
   (a)   Palletization, the proper method is to have no more than three layers high, with a cardboard protection between battery layers, and banding each layer horizontally and vertically to the pallet.
or
      Method for securing the batteries to the pallet is by stretch-wrapping each pallet instead of banding. (Note: should the cardboard become wet - either from water or acid, it must be replaced to achieve proper separation).
   (b)   All batteries shall be stored in permanent enclosed structures.
   (c)   Pallets shall be stacked no more than four pallets high. Pallets shall be no closer than three feet from any wall to facilitate leak detection and protect walls from damage. Pallets shall be at least twenty-four inches from any vertical support column.
   (d)   An aisle of no less than five feet shall be placed every four pallet widths in one direction.
   (e)   All batteries not palletized for any reason, shall be placed on the floor in a single layer. At least three feet from any wall, vertical column or palletized batteries.
   (f)   In addition to the above minimal requirements, all appropriate fire codes and City ordinances shall apply.
   (g)   The Building and Zoning Officer has a right to inspect facility during normal working hours.
   (h)   Any storage facility may not store any other materials for recycling.
   (i)   A minimum of 1,000 pounds of lime or other suitable material for the neutralization of acid spills shall be kept on location.
   (j)   Neutralization of acid spills shall be disposed of in a manner approved by the E.P.A.
   (k)   All personnel shall be instructed in proper method of handling neutralization and clean up of spills.
   (l)   All water used for plant maintenance shall be discharged into the plant recycle water system.
   (m)   Vehicles partially or fully loaded shall not remain on premises for more than twenty-four hours.
