1309.06 OPEN UNDERGROUND AREAS TO BE GUARDED.

No person shall maintain any open area between any building and a public sidewalk or any stairway descending from such sidewalk or other public place, without erecting and maintaining on both sides thereof an iron railing or fence not less than three feet in height.
