1307.03 METHOD OF NOTIFICATION.
   The notice and order provided for in Section 1307.02 shall be served upon the owner, and upon any mortgagee and other person having an interest in the building as shown by the county land records, as follows:
   (a)   By personal service upon the owner, mortgagee or other person having an interest in the building; or
   (b)   By certified U.S. mail, return receipt requested, to the last known address of the owner, mortgagee or other person having an interest in the building, or to the address listed in the County Auditor’s Office for real estate tax mailing purposes.
   (c)   Service shall be deemed complete upon receipt of the personal service or the certified mail service.
   (d)   In the event the certified mail service shall be returned endorsed “unclaimed” or “refused”, service may be made by regular U.S. mail with certificate of mailing to the same address. Service shall be deemed complete upon the mailing of such service.
   (e)   In the event of a failure of personal service and mail service, service may be made by posting a copy of the notice and order in a conspicuous place in or upon the building affected and by causing the notice and order to be published once in a newspaper of general circulation in the City. Service shall be deemed complete thirty (30) days following said publication.
