1303.03 APPLICATION FOR PERMIT.
   (a)   The owner, or occupant with written permission from the owner of any lot, premises or parcel of land within the City, who desires to construct an earth station on such lot, premises or land parcel, must first obtain a permit to do so from the Building and Zoning Inspector.
 
   (b)   The Building and Zoning Inspector shall issue a permit, provided the applicant submits a written application showing the location and dimensions of the proposed earth station; a description of the kind of earth station proposed; and the location and dimensions of all buildings and structures on the property. Each application shall state the name and address of the applicant; the property owner; and the person who is installating the earth station.
 
   (c)   The applicant shall submit with each application the sum of ten dollars ($10.00) which represents the permit fee. The permit fee shall cover the costs of reviewing the construction plans, inspecting the final construction and processing the application.
