945.07 LITTERING AND DEPOSIT OF REFUSE.
No person producing or having refuse in the City shall deposit or place the same on any street, alley, or public place or ground, or private property in the City, except on grounds owned by or under the control of the person responsible for such refuse, or throw the same in any stream or body of water in the City. All persons are hereby required to collect such refuse in suitable receptacles or piles upon the premises in the possession of the person responsible therefor, then destroy such refuse in the manner authorized by the Board of Health, or remove such refuse to the landfill or compost site, provided by the City, at the expense of the person responsible therefor. In whichever manner disposed of, the premises shall be so cleared of refuse as often as necessary not in excess of every thirty days, so as to eliminate any nuisance to the public.
