927.09 UNDERGROUND CONDUITS; TREE TRIMMING AND PERMIT.
   (a)   Underground supply lines or riser shall be in insulating or metal conduit to a point at least twelve feet above the ground, and, if signal wires, suspension wires or cables are attached to the same pole, the conduit shall extend twenty-four inches above the feeders, signal wires or cables.
 
   (b)   Trees shall be kept trimmed at all times so that neither the movement of the tree nor increased sagging of the wires shall make contact. A written permit for the trimming of trees shall be obtained from the Director of Public Service and Safety, and trees must be trimmed neatly and all precautions taken to safeguard the health of the tree. This applies to all electric and signal supply lines. The cost of trimming shall be prorated to the utilities having the line or poles in conflict with the trees.
