923.08 WATER EMERGENCIES.
   (a)   The Mayor is hereby empowered to establish a water emergency and declare a total ban on the non-humanitarian use of water. Such emergency and ban shall be instituted in writing by an Executive Order.
 
   (b)   The following acts are hereby prohibited in the event of a ban on non-humanitarian use of water:
      (1)   Use of water for the purpose of watering lawns or yards;
      (2)   Use of sprinklers and similar devices which spray water in such a way as to distribute the same over the area surrounding the device;
      (3)   Use of water to wash, remove dirt from or otherwise clean any motor vehicle, as that term is defined in Section 301.20 of the Traffic Code, except at businesses established for such purposes;
      (4)   Use of water to fill private swimming pools.
 
   (c)   If the Mayor determines the water emergency is lessened, the Mayor shall have the power to suspend enforcement of any of the provisions in subsection (b) hereof. The suspension of the water emergency and the revocation of the ban on the non-humanitarian use of water shall be done in writing by Executive Order.
 
   (d)   Whoever violates subsection (b) hereof shall be guilty of a minor misdemeanor and shall be subject to a fine of not more than $100.00 for each offense; on each subsequent offense such person shall be guilty of a misdemeanor of the fourth degree.
