923.04 COST OF METERS TO BE PAID BY OWNER.

The installation of water meters shall be under the supervision of the Public Works Director, and the cost of installing the meters shall be paid by the owner on whose premises the meter is to be installed. Upon the installation of the meter the charge thereof shall be declared to be a charge against the premises and, if not paid when the bill is presented, shall be collected at the time and in the manner that the water rent is collected.
