(A) The city recognizes that a personnel system which recruits and retains a competent, productive work force is essential to effective, efficient local government. These policies and procedures have been developed in order to achieve optimum efficiency, economy, and equity in the pursuit of the city’s goals and the utilization of its human resources.
(B) The policies and procedures will be maintained by the City Clerk, and will be reviewed annually in cooperation with the Mayor and the City Council each year prior to the beginning of the fiscal year.
