§ 34.20 CONDITIONS OF ACCESS TO PUBLIC RECORDS.
   All public records, except those excluded by § 34.28, shall be open for inspection under the following conditions.
   (A)   Any person shall have the right to inspect public records during the regular office hours.
   (B)   Facilities available to each person for inspection of public records will consist at a minimum of a chair and top space of a desk or table in the agency office.
   (C)   No person shall remove original copies of public records from the city offices without the written permission of the official custodian, nor shall any person damage or disorganize the records.
   (D)   The official custodian may require written application describing the records to be inspected.
