§ 32.16 MEETINGS.
   (A)   The City Council shall hold regular meetings once a month on the second Monday of the month, at 6:00 p.m., based on the official time then prevailing throughout the county. However, whenever the second Monday of a month falls on a legal holiday, then the regular meeting for that month shall be held on the ensuing Tuesday which is a secular day at 6:00 p.m., or if that Tuesday is also a holiday, then on the ensuing Thursday at 6:00 p.m.
   (B)   The regular meeting place at which the City Council shall hold its meetings shall be at the City Hall.
   (C)   Special meetings of the City Council may be called at any time by the Mayor or by a majority of the City Council, by written notice to each member, to the Mayor, and to all persons, agencies, or media representatives who have duly filed with the City Clerk a written request to be furnished such notice, delivered at least 24 hours prior to the time specified for the proposed meeting.
   (D)   At a special meeting, no business may be considered other than that set forth in the designation of purpose.
   (E)   The minutes of every meeting shall be signed by the City Clerk and by the officer presiding at the meeting.
