(A) Additional protection beyond the primary protection zone shall be accomplished by the establishment of management zones. The first management zone shall begin at a point or points not less than 200 feet radially from any community water supply well and extend outward to a point or points as determined by the city’s Wellhead Protection Area Planning Committee.
(B) Subsequent and additional management zones may be established whenever it is determined that the wellhead protection area needs to be expanded to provide adequate protection for the ground water within and/or adjacent to the wellhead protection area.
(C) The Wellhead Protection Area Planning Committee, using acceptable methods, shall determine the size, shape, and location of each management zone. The boundaries of each management zone shall be proposed and submitted for approval to City Council.
(D) The boundaries of management zone one shall begin at a point or points along the outer perimeter of the primary protection zone and extend outward to all points within and including the city limit boundaries. Furthermore, as the city limit boundaries are extended or changed, the management zone one boundaries shall be extended or changed in like manner and simultaneously.
(E) The boundaries of management zone two shall be an area that begins at mile point 30.66 of the Pennyrile Parkway approximately one mile from water supply well number three. The boundary line shall then proceed clockwise on a line radially one mile distant from water well number three until such line intersects with the power transmission line southeast of the city. The boundary line shall then follow the same line as the power transmission line to U.S. Highway 62, thence northeast in a straight line to the intersection of U.S. Highway 41A and Russ Hill Road. The boundary line shall follow Russ Hill Road and proceed to the Pennyrile Parkway. From this point the boundary line shall follow the Pennyrile Parkway south to the point of beginning at mile point 30.66.
(F) All the above described area, with the exception of the areas within the primary protection areas and management zone one, shall be identified as management zone two. A public education program shall be initiated to inform all residents, businesses, and property owners within or adjacent to management zone two of the need for and methods of protection of ground water. If additional management methods are necessary, the appropriate governing bodies with jurisdiction over the area within the management zone two shall be notified.
