§ 130.04 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ALLOW. To either permit or neglect to prevent. This requires actual or constructive knowledge on the part of the parent or guardian. That is, the parent or guardian must actively know about the child violating this subchapter or the circumstance must be such that a reasonably prudent parent or guardian should have known the child was violating this subchapter.
   MINOR. Any person under the age of 18, or anyone age 17 or under, who has not been emancipated by marriage.
   PARENT. Any person having legal custody of a minor:
      (1)   As a natural or adoptive parent;
      (2)   As a legal guardian;
      (3)   As a person who stands in loco parentis; or
      (4)   As a person to whom legal custody has been given by order of the court.
   PUBLIC ASSEMBLY, BUILDING, PLACE, STREET, OR HIGHWAY. Any place of business or entertainment which solicits and/or invites general use by the public; any property owned by any local, state, or federal governmental agency or body, including, but not limited to, parks, parking lots, grounds or buildings; any place of worship or religion, including the buildings, grounds, and parking lots; any street, highway, alley, or other thoroughfare open to use by the general public as shown on the most recent plat of the city. This definition applies only to the above as contained within the city limits.
   REMAIN. To stay behind, tarry, or to stay unnecessarily upon any public assembly, building, place, street, or highway.
